The complex nature of health care, insurance coverage, financial obligations, staffing, and patient rights can create significant challenges for patients and families to obtain quality care, understand their options, and make informed decisions. This also creates avenues for abuse by different entities who participate in the health care system. Consumer protection legislation and regulation goes a long way to guard against abuse, and litigation remains a significant avenue to vindicate the rights of consumers while ensuring accountability.
