Plaintiffs allege that the Department of Health and Human Services unlawfully imposed new funding conditions on the Teen Pregnancy Prevention (TPP) Program, resulting in the termination of existing grants and jeopardizing future grants. Under the new HHS policy, TPP Program awards are conditioned on incorporating abstinence-only sexual education.
